San Joaquin County will never ask you to pay permit or other fees by wire transfer. Fees can be paid in person, by mail, or through the online Accela portal. If you receive a suspicious payment request, don't pay. Contact us at 209-468-8004 to verify.

Projects that impact the County's right-of-way are required to obtain an encroachment permit.

- Installing or modifying utilities
- Excavating, grading, or paving
- Roadside ditch construction or modifications
- Roadway improvements
- Deployment of traffic control measures

Utility Encroachment

Utility companies that have projects impacting the County right-of-way can apply for a Utility Encroachment Permit.

Driveway Encroachment

Projects that are requesting to construct a new or improve an existing driveway.
