Site Mitigation Program

The Site Mitigation Program Includes:

  • The permitting and inspection of well installations and destructions at all local, state and federal assessment and cleanup sites.
  • The EHD Local Voluntary Cleanup Oversight Program provides oversight for cleanups of minor spills and releases pursuant to California Health and Safety Code Section 5412 and 101480. When a release of waste occurs and remedial action is required, the responsible party for the release may request the EHD to supervise the remedial actions through a Remedial Action Agreement.

Typical cleanup sites under this program include sites where remedial action is required after a waste is spilled or released or where wastes were found through a Phase II investigation.

Application Process

Customers can choose to apply online through San Joaquin County’s Online Permitting System. First time users will need a valid email address to set up an account. It takes about 5 minutes to create a new account.

Step 1.START ONLINE APPLICATION

Click on the Apply Online button to apply.

Step 2.DOWNLOAD AND ATTACH APPLICATION

Click on the Documents tab to download and complete the "Site Mitigation Well and Boring Permit Application."  When prompted, upload the Application Form.  You may download and use the "Site Map Template" in the Documents tab for a site plan template.  For more information, please see the "Site Mitigation ProgramGuidance" form in the Documents tab.

Step 3.PAY FEES

After submitting the application, you will be contacted by email within 24 business hours to pay fees.

Step 4.APPLICATION REVIEW AND APPROVAL

Staff will review your application and may contact you with additional questions.  You will be notified when your application is approved.
