Customers can choose to apply online through San Joaquin County’s Online Permitting System. First time users will need a valid email address to set up an account. It takes about 5 minutes to create a new account.

Click on the Apply Online button to apply.
Click on the Documents tab to download the UST Retrofit or Piping Repair Application. When prompted, upload the completed Application Form along with any additional required documents, including cut sheets, and training certifications.
After submitting the application, you will be contacted by email within 24 business hours to pay fees.
A UST inspector will review the submittal and will work with the requestor to ensure all required items are submitted. The maximum review time for plan review is 15 working days from receipt of the adequately completed plan. If deficiencies are identified, an addendum will be required and the review will begin on the date of resubmittal. Upon completion, an approval letter will be issued by the UST inspector listing the approved scope of work, required inspections, and any additional permit conditions.
Permits must be approved prior to beginning work for non-emergency UST repairs. It is the responsibility of the tank owner and/or operator to ensure all appropriate agencies have been notified and required permits obtained before any work commences. For emergency repairs relating to monitoring and release detection only, applications must be submitted within one (1) business day of the emergency repair. After retrofit permit approval, a UST inspector will perform the required on-site inspections.
