Hazardous Materials Business Plan Program

The purpose of the Hazardous Materials Business Plan (HMBP) is to prevent or minimize harm to public health and safety and the environment from a release or threatened release of a hazardous material.  Facilities that handle reportable quantities of hazardous materials at any given time in the year shall submit an HMBP. Reportable quantities are 500 pounds for a solid, 55 gallons for a liquid, and 200 cubic feet for a gas. There are chemicals that have exceptions to the reportable quantities.

New business owner(s) shall update the HMBP and submit it to CERS within 30 days of the change.  Follow the CERS Business Portal Help Document to add your business.

If your business is subject to the Hazardous Materials Business Plan reporting requirements, all of the information for HMBPs must be uploaded into the California Environmental Reporting System (CERS  https://cers.calepa.ca.gov/). CERS is an online database that stores all of the HMBP information for CUPA agencies and emergency first responders to view. The HMBP elements must be reported into CERS annually (between November 1st and January 15th of every year), even if there are no changes. Any changes to the HMBP (changes in phone numbers, primary contact, chemical inventory, site map, etc) must be corrected in CERS within 30 days of the change.

If your business is no longer handling reportable hazardous materials, contact EHD at (209) 468-3420  to schedule a closure inspection and inactivate the facility permit(s).
