Code Enforcement

Code Enforcement investigates complaints received from individual citizens, neighborhood, and community groups. Complaints investigated relate to building and land use regulations with an emphasis on ensuring that the integrity of land and building uses are maintained within neighborhoods and communities.

 

Most Common Types of Enforcement Activities Handled By Community Development Department:

  • Inoperative vehicles on private property
  • Accumulation of trash and junk on private property
  • Graffiti or tagging on private property
  • Non-compliant land uses
  • Non-compliant business
  • Building without a permit
  • Substandard housing / Dangerous Buildings

 

Methods of Enforcement

The following actions do not take place until the 30-day notice procedure has been completed. This provides reasonable opportunity to comply with law and code requirements voluntarily, thus avoiding possibly costly legal actions.

  • Notice of Code Violation recorded with the County Recorder, which encumbers the property
  • Civil and/or criminal complaint
  • Referral to District Attorney

The Board of Housing Appeals shall be the hearing board for administrative abatement actions brought by the Community Development Department pursuant to Title 25 of the California Code of Regulations and the San Joaquin County Ordinance No. 3649. Passed and Adopted February 25, 1992.
